On Nov. 3, 2026, Howell Public Schools voters will be asked to consider two proposals related to the district's non-homestead operating millage. The first proposal will ask voters to consider renewing the district's existing non-homestead operating millage authorization, while the second proposal will ask voters to consider restoring millage authority that has been reduced over time due to Headlee Amendment rollbacks. The non-homestead operating millage is required under Michigan law for the district to receive its full per-pupil funding established by the State of Michigan. The millage only to non-homestead property, such as businesses, rental properties and second homes. It does not apply to owner-occupied primary residences or qualified agricultural property.
