English Language Learners

English Language Learners Services

Howell Public Schools offers English Language Learners (ELL) services for students in grades kindergarten through twelve who need this support. ELL Tutors work with our students to help them learn the mechanics of speaking, reading and writing the English Language. All services take place during the school day, outside of the child's English and math classes.

ELL service regulations originate from the federal government's Title III language and are supported by the Michigan Department of Education (MDE).

In compliance with the Department of Justice, Title VI of the Civil Rights Act and Title III, Howell Public Schools has developed and implemented a system by which our Limited English Proficient (LEP) or English Language Learners (ELL) students and families can meaningfully access our services and receive guidance on legal obligations. Please see the resources below.

ELL Assessment

Students who qualify for ELL services take the Michigan Department of Education's WIDA (World-Class Instructional Design and Assessment). This test measures how well a student can read, write, listen and speak English. The data helps our tutors, teachers, administrators and parents track a student's growth in English skills. Students are given the WIDA when they begin tutoring services and then take it annually in April. Parents are sent a report of the assessment results, with our teachers and ELL tutors maintaining continuous communications with parents throughout the year.
